The purpose of the role is to actively recruit and run Covert Human Intelligence Sources (CHIS) to obtain intelligence/information to support Force and LPA Operations alongside the Force Intelligence requirements and to disseminate that intelligence accordingly.

Principle Responsibilities:

  • Explore means of recruiting CHIS to provide both tactical and strategic information in relation to the Thames Valley Police intelligence requirements and that of the LPA.
  • Advise and Encourage Officers in the dealing with potential CHIS and the referring of such persons to the DSU.
  • Maintain links with those people (internally and externally) who may identify potential CHIS.
  • Be able to Identify DANGEROUS CHIS & JUVENILE CHIS and know how to deal with these people.
  • All handlers will work to the guidance on The Management of Covert Human Intelligence Sources (2010) and comply with Regulation of Investigatory powers Act 2000, and always be mindful of the European Court of human Rights 2000.
  • Become competent in the Force source intelligence system for CHIS which currently is CHARTER.
  • Become Competent in Risk assessment and identifying potential problems around CHIS handling and Public Interest Immunity

Essential role based training:

  • The successful applicant must attend and pass a level 3 CHIS handling Course.

Skills/Experience:

  • NIE Detective accreditation preferred

  • Previous experience of CHIS handling preferred

If you are currently in a Force critical post, there is an expectation that you will remain in that post for a minimum of two years before applying to change roles (or 18 months for custody sergeants).

Candidates may be required to pass vetting and OHU or attend assessments and courses for this role. If any of these are failed the candidate will be posted back to a response role on an LPA. Postings are determined in accordance with organisational need although consideration will be given to personal circumstances.

Vetting.  All posts require a level of Police Vetting as per the National Vetting Code of Practice. The residency requirement is necessary to enable all applicants to be checked in an equitable manner.
