PC HRU would cover the following 3 primary role types:

  • Exploitation
  • Orders Officers
  • Domestic Abuse

The team will adopt a “Harm Continuum” model to define harm and when there is a statutory role and police powers can be used to intervene to mitigate harm. This team would give clarity of the roles of police and social care.
The team will identify persons at the highest risk of harm, develop and implement activities to mitigate against it, using police powers where possible. The team will lead, coordinate and influence rather than directly own investigations.

Principle Responsibilities:

  • Identify and monitor young people at risk of exploitation, using the appropriate MASH/VRU tools. Assess each case and identify police statutory obligations, ensuring that there is a clear exit strategy when police interventions are exhausted. Create disrupt/dismantle action plans in relation to each young person, with appropriate SMART objectives. Work with NHP and ICR teams to deliver an LCU response including the provision of information to TTCG to support tasking bids.
  • Provide oversight of DVPNs, NON-Molestation Orders, Exploitation Orders and SPO for the LCU. Maintain appropriate records and ensure that the data base is updated. Ensure that orders remain in date and are actively monitored by either police or partners. Assess the risks of each case and ensure that schedules are maintained and conditions monitored. Work with victims to support them in progressing to longer term options, work with specialist Domestic Abuse Officers.
  • Work with partners to support families at high risk of domestic abuse to improve long term safety by breaking patterns of behaviour. Ensure that Domestic Violence Protection Orders (DVPNs), Non-molestation Orders and Exploitation Orders are proactively obtained and enforced working with ICR and NHP officers to convert DVPNs to longer-term orders, and supporting and mentoring non-specialist officers to achieve positive outcomes. Identify opportunities for proactive tactics to gather evidence to support prosecutions. Attend strategy and multi-agency meetings as required.
  • Provide oversight of Domestic Abuse risk assessments for the LCU, highlighting any matters of concern and opportunities to disrupt and prevent harm and violence.
