Cloud solutions, Automatic Number Plate recognition systems, Crown Prosecution e-files, virtual desktop infrastructure… gone are the days when IT was seen as a ‘support function’. IT is a critical enabler supporting front line policing, crime investigation and linking with partners such as the criminal justice service.  We have now combined the expertise from both Thames Valley Police and Hampshire Constabulary into a single department servicing both forces.

The role

Your task will be to ensure the effective management of ICT budgets and related finances including project/programme, revenue and capital budgets. You will be expected to create and establish new processes, controls, reporting and monitoring capabilities. You will need to work closely with colleagues in finance, building relationships and improving overall commercial practices throughout ICT.

The essentials

• Extensive knowledge and experience gained in working with standard ICT functions: i.e. architecture, security, infrastructure, service delivery, development, portfolio, governance (PRINCE2, ITIL, TOGAF etc.)

• Part qualified accountant (or QBE) with demonstrable experience of commercial and financial analyst roles in IT environments.

• Hands on financial reporting and monitoring experience with the ability to establish new processes and reporting in partnership with other enabling functions (i.e. finance, procurement etc.)

• Able to clearly present and communicate financial matters, forecasting, profit and loss reporting and variance analysis in appropriate forms for the target audience including giving presentations to senior stakeholders.

• Able to present clear concise information supported by evidential based arguments, using appropriate tools and methods (Confidence Adjusted, ROI etc.).

• Good project accounting and reporting experience including strong Excel, data manipulation.

• Able to work in a customer focused environment and part of a team.  Must be flexible, adaptable, and able to solve problems while working systematically with little direct supervision

• Must have capability to travel to different locations across the Forces. For this reason a full UK driving licence is considered essential.
