Counter Terrorism Policing South East (CTPSE) are advertising for National Security / Counter Terrorism Dedicated Source Handling Unit Handlers to run Covert Human Intelligence Sources (CHIS). 

This is a unique and exciting role to be a part of a proactive team engaged in combating the threat from National and International Terrorism and Domestic Extremism across the UK and beyond. The role provides the opportunity for a candidate who may come from any background and have a wealth of experience from many diverse roles they have performed or been successful in. 

You will identify, recruit and handle CHIS to provide intelligence in support of initiatives aimed at preventing, disrupting or detecting Terrorism and Domestic Extremism. In doing so you will build and maintain relationships with people from a broad and diverse range of backgrounds. Therefore, you will be excellent at communication and rapport building.   

 This will include; developing, tasking and applying appropriate levels of trade craft in the management of CHIS. You will also be responsible for exploiting intelligence opportunities and the sanitising and recording of intelligence in accordance with changing threat picture.  You will also act as co-handler where appropriate to those other sources utilised by the Security Services.  

You will have a good working knowledge of modern-day policing, with an interest and understanding of covert investigations and having an investigative mind-set. This will include an excellent working knowledge of IT and online Social Media. You will have a thorough working knowledge and understanding of legislation in relation to the Regulation of Investigatory Powers Act 2000, European Convention of Human Rights.  The expectation of gaining further knowledge around CHIS Codes and guidance will be integral to the role. 

In this role you will act as a professional point of contact with regard to CTP SE Source related issues and where appropriate, act as a point of contact for other Police Forces and associated agencies such as the Security Services and the National Crime Agency.  

As a Prisons CHIS Handler you will seek to build relationships within a challenging and secure environment and will obtain intelligence on both matters of National Security as well as Serious Organised Crime 

Requirements: 

You will be an outgoing and confident person, able to manage and react to problems and situations that demand the upmost confidentiality and resourcefulness.  

On occasion the post holder may be required to work flexible hours or at a different location to suit operational requirements. The successful candidate may need to be part of an on-call rota and work occasional weekends as part of their pattern dependant on the location and role selected.  

For the purposes of safeguarding national security, applicants who do not hold or acquire the appropriate security clearances (which may include STRAP) and meet the nationality requirements cannot be offered the post. This post is therefore restricted to UK nationals. As such, in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002), applicants who do not hold or acquire Security Check (SC) or Developed Vetting (DV) clearance and meet the nationality requirements cannot be offered the post.  

Candidates who have applied for DSU roles advertised in the last 6 months need not apply. Please clearly state if you have a preferred location. 

  Following a successful paper-sift the candidate will; 

 Attend and pass an external third-party assessment centre 

  • Attend an internal interview  
  • Attain Developed Vetting (DV).
  • Attend and Pass a National Security CHIS Handling Course (4 Weeks) 

Successful completion of these courses is a requirement for the appointed person to remain in the post.*
