We are advertising opportunities for Constables and Detective Constables to join Counter Terrorism Policing South East (CTPSE) as a Dedicated Source Unit Handler – to run Covert Human Intelligence Sources (CHIS).

The DSU is recruiting directly for 2 immediate vacancies as well as into a pool to address anticipated vacancies over the next year. Successful candidates will be held in this pool for up to 12 months from the date of successfully passing the interview board.

Your ability to demonstrate empathy and your emotional intelligence will help you to gain trust and in turn elicit information that could be pivotal to the success of a National Security operation and the safe management of significant risk. 

The successful candidate will identify, recruit and handle CHIS to provide intelligence in support of initiatives aimed at preventing, disrupting or detecting Terrorism. Your role will include; developing, tasking and applying appropriate levels of tradecraft in the management of CHIS. You will also be responsible for exploiting intelligence opportunities and the sanitising and recording of intelligence in accordance with changing threat picture. 

The successful candidates will have an active interest in covert operations and intelligence led policing.  They should have an innovative and creative mind-set. The candidate must be self-motivated and enthusiastic with a willingness and aptitude to learn new systems, skills and legislation.  This would also extend to include a knowledge of Social media and an interest in current national and global affairs.  The candidate should be proficient with information technology. 

If successful, full training will be provided for this role through an external course in addition to a mentoring period both post and prior to this course which would see the candidate fully supported throughout this period of learning. Prior experience in this environment is not necessary. It is the skills you are selected for that count.

You will be expected to learn and develop a working knowledge and understanding of legislation in relation to the Regulation of Investigatory Powers Act 2000 (RIPA), European Convention of Human Rights (ECHR) together with CHIS Codes of Practice, which will all be integral to the role.

The successful candidate must be successful in obtaining Developed Vetted status and maintain this level of vetting throughout their time with the DSU.

Due to the nature of the role, the successful candidate will require a full UK driving licence. 

In this role you will act as a professional point of contact with regard to CTPSE CHIS related issues and where appropriate, act as a point of contact for other Police Forces and associated agencies.

Hours of duty are flexible with an 8 hour shift taking place, in general, between 0800 and 1600 hours Monday to Friday, but also as required to meet operational demand.

This post requires frequent travel across the South East region and occasional travel within the rest of the UK.

You may also be required to respond to support Counter Terrorism Policing across the UK as part of the National Network.

You will be required to pass a five-week residential training course during your initial training package.

The role requires the successful candidate to undertake out of hours on call duties for a consecutive 7 day period, once every 7 weeks, upon their successful completion of the course.

The recruitment process will consist of the following:

  2. Shortlisting of applications.
  3. For those who pass shortlisting - external one day pre-training assessment consisting of a number of role plays looking at the candidate’s interpersonal skills and self-awareness. This is to ensure that the successful applicant has the aptitude to pass the required five week residential training course. 

These pre-training assessment days are usually held outside of the region and are anticipated to take place on 13th/14th/15th February.

  1. Internal interview board from late February 2023.
  2. Vetting and on-board process to begin, with a view for a start date of 1st October 2023.

Due to the nature of our work, security is of paramount importance to us and therefore it will be necessary to pass and maintain vetting level DV.  In order to achieve this, you must be a British National and have resided in the UK for the past ten years. Exemptions apply for overseas or other diplomatic service (with HM Government), and studying abroad.
