The police service is transforming to a digital operating model from initial public contact to delivering digital case files to our partners in the criminal justice service.  All elements of crime investigation, officer mobile working, evidence management, and case file processing are being reviewed and digitized.  ICT is a critical enabler and we have now combined the expertise from both Hampshire Constabulary and Thames Valley Police into a Joint ICT department servicing both forces.

The role

Your task will be to develop the strategic relationship between ICT and senior stakeholders in relation to significant future plans impacting on and involving ICT. You will need to influence and liaise with different stakeholders in identifying opportunities where new technologies can be exploited to improve business efficiency and service performance. You are required to work with force strategy & development teams building an agreed roadmap of change to meet business needs and in line with ICT strategies and technologies. You will be responsible for carrying out feasibility studies, producing detailed business models, identifying and quantifying the business benefits whilst taking into account the implications of change on the user communities. It is important to ensure that the ICT systems delivered meet the business requirements, benefits and objectives.

The essentials

• ICT Business Relationship Manager or Senior Business Analyst with senior stakeholder management skills having delivered ICT services in a similarly complex environment using an industry recognised approach such as ITIL.

• Ability to demonstrate working closely with stakeholder organisations, the public, suppliers, partners, and in particular our own organisation’s technical platforms and those which interface to them.

• Proficient in customer value chain concepts from receipt of an order or request to delivery of a product or service.

• Proficient in business improvement techniques including the streamlining of business processes which have been modelled and understood.

• Expert in preparing and presenting business proposals, invitations to tender and statements of requirements both orally and in writing.

• Expert in service delivery economics such as the cost of hardware, software, and manpower used to deliver the service, including the total cost of ownership over the service life cycle.

• Experience in ITIL best practices (with ISO 9001, ISO 27001 preferred but not essential).

• Experience of understanding and articulating how the application of ICT technology impacts the Forces' Policing and business objectives and processes.

• Must have capability to travel regularly to different locations across Thames Valley Police and Hampshire Constabulary. For this reason a full UK driving licence is considered essential.
