We are advertising an opportunity for experienced colleagues to join Counter Terrorism Policing South East (CTPSE) as a Dedicated Source Unit Supervisor - supporting the management of Covert Human Intelligence Sources (CHIS).

This is a unique and exciting role to be a part of a proactive team engaged in combating the threat from Terrorism across the UK and beyond in conjunction with key stakeholders.

Your previous experience within a DSU will enable you to quickly develop into the role, supervising, prioritising and directing resources as the deputy Controller in conjunction with the DSU Controller.

You will have the ability to use your emotional intelligence to coach and support your colleagues in building rapport with people from a broad and diverse range of backgrounds and ability to assist in the proactive recruitment, development, handling and tasking of CHIS to address the strategic intelligence requirements of Counter Terrorism Policing

Your role will include;

  • Ensuring that all activities comply with legislation and joint working protocols with our key partners.
  • As a first line manager, you will be Supervising colleagues to ensure that safety and security considerations, duty of care, risk assessments, recording, storing and sharing information are properly addressed in relation to all CHIS activity.
  • Maintaining liaison with key partner agencies and where appropriate, supervise jointly
  • Managed cases with our partners.
  • Leading on the development of regional thematics and attend where required Tasking and Co-ordination Meetings to support the strategic aims of the CTPSE and the Force areas.
  • Managing and implementing an Engagement Strategy to ensure handlers maintain links with the various policing departments to aid CHIS recruitment, enhance DSU awareness and assist with succession planning for DSU roles.
  • Leading the development of the CT DSU CHIS recruitment strategy in conjunction with key partners.
  • Maintaining and developing relationships with local, regional and national organisations/functions

You will have a sound working knowledge of modern day policing, with a sound understanding of covert investigations and have an investigative mind-set at both a strategic and tactical level. This will include an excellent working knowledge of Information Technology and online Social media.

A good knowledge and understanding of legislation in relation to the Regulation of Investigatory Powers Act 2000 (RIPA), European Convention of Human Rights (ECHR) would be an advantage but is not essential. If successful, full training will be provided in these areas together with CHIS Codes of Practice which will all be integral to the role.

As a regional resource you will be expected to cover at differing locations throughout

the region and carry out Controller on-call duties. You may also be required to temporarily cover other UK regions in response to a terrorist incident as part of the wider CT network.

You will ensure that personal development needs of DSU personnel are appropriately addressed, all administrative functions, record keeping, and performance data are efficient, transparent and maintained to a high standard.

Due to the nature of the role, the successful candidate will require a full UK driving licence

This post requires  travel across the South East region and the UK.

Security is of paramount importance to us due to the nature of the role. You need to be a British National and resided in the UK for the past five years for Security Clearance (SC) and ten years for Developed Vetting (DV)  You will be required to successfully pass and maintain the relevant security clearance in order to perform the role.

  • Attain Developed Vetting (DV).
  • Once in post, attend and Pass a 2-week mandatory residential course and a further 1 week mandatory course.
