The Thames Valley Local Resilience Forum (TVLRF) has been at the centre of the multi-agency response to COVID-19 since the first repatriation flight into RAF Brize Norton in January. TVLRF consists of a small team that facilitates multi-agency partners (notably emergency planning teams) in fulfilling their duties to work together in the planning for and response to a wide range of incidents in accordance with the Civil Contingencies Act 2004 (CCA 2004). There is an awareness that it could be a busy winter in emergency planning with the risk of further outbreaks of COVID-19, the expectation that preparations will need to take place for the potential of a no deal EU transition and the general increased risks associated with winter in terms of health winter pressures, adverse weather and the risk of flooding.

 

The TVLRF Contingency Planning Administrator roles will support the wider partnership in ensuring that we are prepared to meet the challenges this winter and that there is an effective information sharing across all emergency responders, health, local authorities and the Environment Agency. You will be working at the heart of a complex and large Local Resilience Forum in interesting geographical area which will be both challenging, at times fast paced and interesting for anyone looking to start a career in emergency planning.

 

The individual for this role will need to have a proven ability to work on their own initiative prioritising their own workload with excellent time management skills but also able to work effectively as part of a wider team. They will be required to communicate verbally and in writing to a wide range of audiences conveying complicated information through the production of meeting Action Reports and the development of a Common Operating Picture (COP) and Recovery Operating Picture (ROP) that keep partners informed (training will be provided). In the production of these documents the individual will need to be able to undertake research, analyse data and summarise information using computer packages including Microsoft Word and Excel, engaging with partner agencies on the phone and via email using Microsoft Outlook and uploading information onto external systems including ResilienceDirect. Due to the geographic size of Thames Valley the individual should have the ability to drive to different areas of the force. An understanding of the Civil Contingencies Act 2004 (CCA 2004) and JESIP Principles is desirable.
