Cloud solutions, Automatic Number Plate recognition systems, Crown Prosecution e-files, virtual desktop infrastructure… gone are the days when IT was seen as a ‘support function’. IT is a critical enabler supporting front line policing, crime investigation and linking with partners such as the criminal justice service.  We have now combined the expertise from both Thames Valley Police and Hampshire Constabulary into a single department servicing both forces.

The role

Your task will be to create, implement and operate a formal framework for the lifecycle management of all applications within Thames Valley Police and Hampshire Constabulary. You will be required to co-ordinate technical resources within ICT as well as business resources. You will have to ensure the appropriate levels of application asset management, maintenance, upgrades, succession planning and decommissioning are carried out. You will be responsible for the maintenance of a cost effective, supportable and fit for purpose application portfolio.

The essentials

• Experienced IT Professional with SDLC and Application Lifecycle Management experience from initial concept through development and implementation to operations and support, leading development and/or Technical support teams to deliver business benefit.

• Expert knowledge in application lifecycle management processes and ensures enforcement through working with the various contributing Teams within ICT, the Business and Suppliers, ensuring effective risk management, quality assurance and enterprise fit is maintained.

• Good knowledge of industry wide application products, technologies, standards, suppliers and best practise, recognising industry direction and strategies.

• Good practical knowledge of ICT infrastructure, software development and maintenance methods, tools and techniques and is conversant with ICT strategies, policies and standards.

• Proficient in operational / service architecture knowledge of the IT infrastructure and IT applications and service processes used within the Forces.

• Proficient in budgetary management with experience of formulating complex business cases to support application roadmap plans.

• Proven experience of managing staff in a matrix structure through significant organisational and structural change.

• Must have capability to travel to different locations across the Forces and for this reason a full UK driving licence is considered essential.
