We are advertising opportunities for colleagues to join Counter Terrorism Policing South East (CTPSE) as a Dedicated Source Unit Deputy Controller – to manage and supervise the running of Covert Human Intelligence Sources (CHIS). The DSU expects to have several DS vacancies arise over the next 8 months as successful candidates will be offered positions as become available.

This is a unique and exciting role to be a part of a proactive team - engaged in combating the threat from Terrorism across the UK and beyond in conjunction with key stakeholders.

Your success in this role is dependent on your character and your excellent communication skills.

Your excellent communication skills will enable you to quickly develop into the role, including the ability to build rapport with people from a broad and diverse range of backgrounds from the first time of meeting. Your ability to demonstrate empathy and your emotional intelligence will help you to gain trust and in turn elicit information that could be pivotal to the success of a National Security operation or the safe management of significant risk. 

There are two different DS roles now available in the DSU.

  1. Deputy controller. The successful candidate will manage a team of handlers responsible for recruiting CHIS to provide intelligence in support of initiative aimed at preventing, disrupting or detecting Terrorism. Your role will include supporting and devising recruitment strategies, managing risk and ensuring the welfare of the CHIS is maintained at all times.
  2. DS support and compliance manager. The successful candidate will be responsible for managing the tasking and coordinating functions in conjunction with the Security Services, will have oversight and management of the CAB function, ensuring RIPA authorities are consistent and compliant with IPCO, and be responsible for the letter of assistance and disclosure processes.

Successful candidates will have good working knowledge of modern day policing, with an interest and understanding of covert investigations and have an investigative mind-set. This will include an excellent working knowledge of Information Technology and online Social media. 

A working knowledge and understanding of legislation in relation to the Regulation of Investigatory Powers Act 2000 (RIPA), European Convention of Human Rights (ECHR) would be an advantage but is not essential. If successful, full training will be provided in these areas together with CHIS Codes of Practice which will all be integral to the role.

In this role you will act as a professional point of contact with regard to CTPSE CHIS related issues and where appropriate, act as a point of contact for other Police Forces and associated agencies.

Hours of duty are 8-4 Monday to Friday, but also as required to meet operational demand. There is an occasional 7 days working week to cover on call duties. Periods away from home may be required on occasions including residential training courses.

Due to the nature of the role, the successful candidate will require a full UK driving licence. 

This post requires frequent travel across the South East region and occasional travel within the rest of the UK.

This opportunity is open to substantive Detective Sergeants and Detective Constables on promotion. Interviews are scheduled for the morning of the 16th December 2021.

Security is of paramount importance to us due to the nature of the role. You need to be a British National and resided in the UK for the past five years for Security Clearance (SC) and ten years for Developed Vetting (DV)  You will be required to successfully pass and maintain the relevant security clearance in order to perform the role.

Kent Officers will need to inform HR Resource Planning at the earliest opportunity of intention to apply.   Every Officer application form must be signed by the Chief Supt or police staff equivalent and sent to HR Resource Planning no later than 5 working days prior to closing date unless exceptional circumstances apply. This is required so that Chief Officer approval can be obtained for the application to progress, which will be managed by HR Resource Planning.  These steps must be completed prior to submission application.  If your application for an opportunity is not approved prior to submission to the recruiting organisation you may not be supported for release to the role, should you be successful.

Substantive officers will be shortlisted against the Essential Criteria and should submit an online application form.  You will be required to upload your latest PDR (or if no PDR, a recent copy of your CPD record/Focus Feedback meeting) and a copy of your Training Record. You will be also required to upload the Recommendation for Appointment Form (enclosed with the Job Advert) in the ‘Line Managers Approval Form’. Thames Valley Police (TVP) officers who have already passed the TVP Promotion, can apply as a substantive (above application requirements). 

In addition to this information, officers applying on promotion should also submit a ‘Why Me, Why Now’ letter which outlines your motivation and suitability for the role at this time. Your evidence should also demonstrate the relevant behaviours, skills, knowledge and experience in relation to your capability at this rank in accordance with the core competencies (CVF) Step up Criteria. The letter must be no more than two (2) sides of A4. The margins must not be modified from 2.54cm. All evidence outside the margins should be removed. You will also be required to upload your latest PDR (or if no PDR, a recent CPD record//Focus Feedback meeting) and the Police Officer Promotion Reference Form.
