We are advertising opportunities for colleagues to join Counter Terrorism Policing South East (CTPSE) as a Dedicated Source Unit Handler – to run Covert Human Intelligence Sources (CHIS). The DSU expects to have police officer handler vacancies arise within the next 12 months and so this advert is to create a pool to fill those vacancies.

This is a unique and exciting role to be a part of a proactive team - engaged in combating the threat from Terrorism across the UK and beyond in conjunction with key stakeholders.

Your success in this role is dependent on your character and your excellent communication skills.

Your excellent communication skills will enable you to quickly develop into the role, including the ability to build rapport with people from a broad and diverse range of backgrounds from the first time of meeting. Your ability to demonstrate empathy and your emotional intelligence will help you to gain trust and in turn elicit information that could be pivotal to the success of a National Security operation or the safe management of significant risk. 

The successful candidate will identify, recruit and handle CHIS to provide intelligence in support of initiatives aimed at preventing, disrupting or detecting Terrorism. Your role will include; developing, tasking and applying appropriate levels of trade craft in the management of CHIS. You will also be responsible for exploiting intelligence opportunities and the sanitising and recording of intelligence in accordance with changing threat picture. 

You will also act as co-handler where appropriate to those other sources utilised by our key partners.

The successful candidate will have a good working knowledge of modern day policing, with an interest and understanding of covert investigations and have an investigative mind-set. This will include an excellent working knowledge of Information Technology and online Social media. 

A working knowledge and understanding of legislation in relation to the Regulation of Investigatory Powers Act 2000 (RIPA), European Convention of Human Rights (ECHR) would be an advantage but is not essential. If successful, full training will be provided in these areas together with CHIS Codes of Practice which will all be integral to the role.

In this role you will act as a professional point of contact with regard to CTPSE CHIS related issues and where appropriate, act as a point of contact for other Police Forces and associated agencies.

Hours of duty are 8-4 Monday to Friday, but also as required to meet operational demand. There is an occasional 7 days working week to cover on call duties. Periods away from home may be required on occasions including residential training courses.

Due to the nature of the role, the successful candidate will require a full UK driving licence. 

This post requires frequent travel across the South East region and occasional travel within the rest of the UK.

As part of the application there will be a one day assessment, which is anticipated to take place in the week commencing 14th February 2022.

This opportunity is open to substantive Constables and Detective Constables

Security is of paramount importance to us due to the nature of the role. You need to be a British National and resided in the UK for the past five years for Security Clearance (SC) and ten years for Developed Vetting (DV)  You will be required to successfully pass and maintain the relevant security clearance in order to perform the role.
